A Report from the Open Society Foundations released in Washington D.C. last Tuesday claims that Sri Lanka was one of 54 countries that cooperated with the Central Intelligence Agency (CIA) of USA to fight Al Qaeda after the September 11, 2001 terrorist attack on the twin towers in New York that caused the death of around 3,000 Americans. Sri Lanka, the report says, “permitted use of its airspace and airports for flights associated with CIA extraordinary rendition operations.” “Extraordinary rendition” means the transfer – without due process under US law – of terrorist suspects to the custody of a foreign government for purposes of detention and interrogation. There is no evidence that Sri Lanka accepted and held such detainees in the country. Sri Lanka’s involvement was limited to one instance of facilitating a flight through Katunayaka that carried a detainee.
